What PTE Core score is CLB 9?
CLB 9 in PTE Core requires at least Listening 82, Reading 78, Writing 88, and Speaking 84, on the 10 to 90 scale. These are per-skill minimums, so every skill has to clear its own target.
IRCC does not average your four PTE Core scores. It converts each skill to a CLB level on its own and takes your lowest one as your official CLB. Three skills at CLB 9 and one at CLB 8 means your profile is read as CLB 8, not an average of the four.
Why does CLB 9 matter for Express Entry?
CLB 9 gives you the maximum points for your first official language in the Comprehensive Ranking System. It also unlocks the skill transferability points that reward strong English alongside your education or work experience.
For many Express Entry applicants, moving from CLB 8 to CLB 9 is the single largest CRS gain still available to them. That jump is often the difference between receiving an invitation and waiting for the next draw.
Does IRCC average your PTE Core scores?
No. IRCC reads each of the four skills separately and sets your official CLB from your lowest skill. There is no averaging and no trading a strong skill against a weak one, so a single low skill caps your whole profile.
Which skill is hardest to reach CLB 9 in?
Writing is usually the last skill to reach CLB 9, because the Writing 88 threshold sits near the very top of the 10 to 90 scale. It is common to score CLB 9 in Listening, Reading, and Speaking while Writing stalls at CLB 8.

Can I use PTE Academic to reach CLB 9 for Express Entry?
No. Express Entry uses PTE Core, not PTE Academic. PTE Academic is for university admission and study permits.
What if only one skill is below CLB 9?
Your official CLB is set by your lowest skill, so a single skill below 9 makes your whole profile that lower level. Focus your practice on that one skill to lift the profile.
