The one rule that decides your CLB
IRCC scores each skill on its own. Listening, Reading, Writing and Speaking each convert to a separate CLB level, and your official CLB is your lowest one. Score CLB 9 in three skills and CLB 7 in Writing, and IRCC reads your profile as CLB 7, not an average of 8. There is no averaging and no compensation between skills.

What PTE Core score do you need for Express Entry?
CLB 7: the Federal Skilled Worker minimum
CLB 7 means Listening 60, Reading 60, Writing 69, Speaking 68. It is the minimum language level for the Federal Skilled Worker stream and a common floor across Express Entry.
CLB 9: maximum language points
CLB 9 means Listening 82, Reading 78, Writing 88, Speaking 84. It unlocks the most CRS language points, plus extra points when you pair strong English with education or a second language. Most competitive Express Entry profiles aim here.
CLB 8: a common PNP milestone
CLB 8 means Listening 71, Reading 69, Writing 79, Speaking 76. It earns more points than CLB 7 and meets the language bar for several Provincial Nominee streams.
How your CLB turns into CRS points
IRCC does not score your raw PTE Core number. It scores the CLB level behind it. A PTE Core Speaking score of 68, for example, is read as CLB 7, and it is the CLB that earns your points, not the 68. A higher CLB in all four skills means more CRS points, and CLB 9 also unlocks additional points when combined with your education or French. For many applicants, the jump from CLB 8 to CLB 9 is the single biggest CRS gain available to them.
PTE Core or PTE Academic: which one for Canada?
PTE Core is the test for immigration, including Express Entry, Provincial Nominee Programs and work permits. PTE Academic is for university admission and study permits. If you are applying for permanent residence, you need PTE Core, not PTE Academic. The two exams share a booking platform but are scored and structured differently.
The skill that blocks most people
Writing is often the hardest skill to lift to CLB 9, because the Writing 88 minimum sits right at the top of the scale. It is common to reach CLB 9 in Listening, Reading and Speaking while Writing stalls at CLB 8, which drags the whole profile down to 8. If you are close, targeted Writing practice is usually the fastest route to the CLB you need.

Does IRCC average my PTE Core scores?
No. IRCC reads each skill separately and sets your official CLB from your lowest skill.
How long are PTE Core scores valid?
Two years from your test date. Your results must still be valid on the day IRCC receives your application.
Is PTE Core accepted for study permits?
Study permits and university admission use PTE Academic. PTE Core is for immigration programs like Express Entry and PNPs.
